When you speak your mother tongue, you use the word without manking any effort is that right? If yes ,why? It is because you have many times heard such words, phrases, idioms Sentences and proverbs and you have repeated them also many times, in your communication 

It is natural. you are used to them. Now It is begin to say that this is is your language.

It doesn't matter so much where you were born. It matters/what and there you learn, Some things.

 As you have command of one language you can get the same in yet another language. 

When something is progeammed in to your computer, you get the needful details on the screen at a click. Similarly if your mothertounge is programmed in to your brain, you can get everything on the screen of your mind. Hence, you have to make a programming of English into your brain if you are really interested in it. 

Kick off, just after a few months you will be in position to realise you are fluent in English.
